Emergency! You are not going to believe what I just saw. Their is in London a motorcycle circulating without the identification plate, “matrícula” in Spanish, and the driver has attached to his black helment witb cellotape a cardboard with the registration number handwritten. I saw the driver in Clapham Common. Will the Metropolitan Police detain the driver?. He was wearing a light brown coat. Thank you.
